The Commission has presented a proposal for a Partnership for Research and Innovation in the Mediterranean Area - PRIMA. The first partnership of its kind in the Mediterranean basin aims to develop much-needed novel solutions for sustainable water management and food production.

Justice ministers discussed two legislative proposals closely linked to one another: the creation of a European public prosecutor and the directive on the fight against fraud to the Union's financial interests.

The European Court of Auditors gave the EU annual accounts a clean bill of health for the 9th year in a row. The Court found that, in particular in cohesion policy and agriculture, the overall estimated level of error for payments has further declined from 4.4% in 2014 to 3.8% in 2015.

The Council adopted conclusions on climate change ahead of the 22nd conference of the parties (COP22) to the UN framework convention on climate change, to be held in Marrakesh from 7 to 18 November 2016.

The Council reached a political agreement on the fishing opportunities in the Baltic Sea for 2017. Ministers also exchanged views on the annual consultations between the EU and Norway in the framework of their bilateral fisheries agreement.

The European Commission welcomes the landmark agreement reached yesterday by the International Civil Aviation Organisation (ICAO), with the adoption of a Global Market-Based Measure (GMBM) to reduce international aviation emissions.
