Council of the EU and European Council, Agriculture, fisheries and food

As regards agricultural issues, the Council will hold several debates concerning the common agricultural policy (CAP) reform package, which includes regulations on:

  • support for rural development by the European Agricultural Fund for Rural Development (EAFRD);
  • rules for direct payments to farmers under support schemes within the framework of the common agricultural policy;
  • the financing, management and monitoring of the common agricultural policy (horizontal regulation);
  • a common organisation of the markets in agricultural products (single CMO regulation).

These debates should pave the way for a Council position on the CAP reform, expected to be established in March, and the forthcoming negotiations with the European Parliament on this issue.

In addition, the Council will discuss the fraudulent use of horsemeat instead of beef in the food chain.

On fisheries issues, the Council will seek to reach a general approach to the regulation on the Common Fisheries Policy, aimed at ensuring sustainable management of fishery resources and contributing to the availability of food supplies.

Finally the Commission will report on the state of play of the negotiations with Morocco for the establishment of a fisheries partnership agreement.

A presidency briefing, agenda and background note will be published on the Council website closer to the date of the meeting.
