The Plenary Meeting of the XLIX COSAC is the final meeting of the parliamentary dimension to Ireland’s Presidency of the European Union. The discussions at the Dublin COSAC will focus on the priorities of the Irish Presidency, the Future of Europe, as well as on the topics of Enlargement, EU Development Policy and how the EU can deliver for its young citizens.
COSAC is the Conference of the committees of the national Parliaments of the European Union Member States dealing with the European Union affairs as well as representatives of the European Parliament. In addition, the national Parliaments of the candidate countries are invited to participate.
COSAC was formally recognised in the Treaty of Amsterdam that was concluded by the Heads of State or Government in June 1997. According to the Treaty of Lisbon, COSAC "may submit any contribution it deems appropriate for the attention of the European Parliament, the Council and the Commission. The Conference shall in addition promote the exchange of information and best practice between national Parliaments and the European Parliament, including their special committees."
