The news:
On 30 January the European Commission will adopt a European Retail Action Plan, setting out a strategy to improve the competitiveness of the retail sector and enhance the sector's economic, environmental and social performance.
One of the initiatives in the Action Plan is a Green Paper on unfair trading practices in the business-to-business food and non-food supply chain to be presented on the same day.
The background:
Retailers play an important role in bringing the Single Market to EU consumers and in stimulating growth and job creation. However barriers remain that hamper the creation of an efficient and competitive Single Market in Retail. These were identified in the Commission's Retail Market Monitoring Report (see IP/10/885) and the European Parliament's Report "Towards a more efficient and fair retail sector" and in workshops organised by the Commission with representatives of the main stakeholders in the retail supply chain during the preparation of the Action Plan.
The Green Paper on unfair trading practices in the business-to-business food and non-food supply chain will help the Commission to assess the extent of the problems, the efficiency of national legal or self-regulatory systems and the impact of diverging national rules on the functioning of the Single Market. It will acknowledge the progress made by the B2B (Business-to-business) Platform of the High Level Forum for a Better Functioning Food Supply Chain and consult on a number of principles of good practice aimed at combating unfair trading practices. On the basis of the replies to the consultation, the Commission will decide on the next steps to be taken.
