Council of the EU
The Council, chaired by EU High Representative Catherine Ashton, is due to discuss the EU's southern neighbourhood, focusing on Syria, including recent developments as well as the EU's sanctions policy. It will also take stock of developments in the Middle East peace process.
During lunch, EU foreign ministers will exchange views on how to make the EU's Common Security and Defence Policy more effective and visible, thus preparing the European Council on defence in December 2013.
Over dinner with the foreign ministers of EU candidate countries, they will discuss stability in the EU's neighbourhood.
On Tuesday 28 May, ministers for development cooperation, meeting within the Foreign Affairs Council, will endorse the financial protocol for the 11th European Development Fund and discuss the implementation of the EU's "agenda for change".
Ministers will also exchange views on the post-2015 development agenda, including during a working lunch with UN Deputy Secretary-General Jan Eliasson.
Their agenda will also include development cooperation with Afghanistan and Myanmar/Burma.
A presidency briefing, agenda and background note will be published on the Council website closer to the date of the meeting.
