The Council is due to adopt conclusions on:

  • its priorities concerning the 2014 budget of the EU, which will serve as guidelines for the subsequent budgetary procedure;
  • the Annual Growth Survey for 2013, in the context of the European Semester. The Commission's survey outlines priority actions to be taken by member states in order to ensure better-coordinated and more effective policies for fostering sustainable economic growth;
  • the Alert Mechanism Report 2013 in the framework of the regulation on the prevention and correction of macroeconomic imbalances, which is a early warning system for member states where the Commission considers, following an in-depth analysis, that imbalances exist or risks are emerging;
  • the Fiscal Sustainability Report 2012, published by the Commission in December 2012, which sets out long-term projections for different categories of spending and revenue, analyses the public sector’s balance sheet and reports different indicators of long-term sustainability.

 

The Council, on the basis of a report from the Court of Auditors, is expected to approve a recommendation, which will be forwarded to the European Parliament, on the discharge to be given to the Commission for implementation of the EU's general budget for 2011.

 

Furthermore, the Council is expected to endorse EU terms of reference in preparation for the meeting of G20 finance ministers and central bank governors, which will be held in Moscow on 15-16 February 2013. The terms of reference contain common positions for both the EU institutions and EU member states on the various issues on the agenda.

 

A Presidency briefing, agenda and background note will be published on the Council website closer to the date of the meeting.
