The Council will prepare the extraordinary European Council meeting on 22-23 November dedicated to the EU's multiannual financial framework (MFF).
The Council will try to reach, in public deliberation, a partial general approach on further elements of the Cohesion Policy legislative package for 2014-2020. The purpose of cohesion policy is to reduce disparities between the levels of development of the EU's various regions.
The Council will also examine a draft annotated agenda for the ordinary European Council meeting on 13-14 December and will discuss the follow-up to be given to the October European Council, which was focused on economic policy. Furthermore, the Council will hear the European Commission's presentation of its work programme for 2013.
