The Council will take note of a progress report on the follow-up to the February 2011 European Council's conclusions on energy and will hold an exchange of views on the progress achieved. Ministers will also hear a presentation by the Commission of its communication on "Making the internal energy market work", adopted on 15 November.
The Council is due to adopt conclusions on renewable energy. These conclusions set out the priorities as regards: opening of the internal electricity market, better market integration of renewable energy sources, cooperation and trade, infrastructure and consumers, technology innovation and sustainability, and next steps, including with a view to a post-2020 policy framework.
Furthermore, the Council will be informed, in public session, on the state of play on a proposal for a regulation on safety of offshore oil and gas activities, aimed at reducing the risk of a major accident in the EU offshore oil and gas sector and limiting the consequences.
A presidency briefing, agenda and background note will be published on the Council website closer to the date of the meeting.
