The Council will try to agree on a general approach concerning a draft directive on the minimum health and safety requirements regarding the exposure of workers to the risks arising from electromagnetic fields. This new directive is to replace a 2004 directive on the same topic, which has never entered into force due to problems with its implementation.
The Council will hold a debate on the evaluation of the annual monitoring of budgetary policies and structural reforms, known as the European Semester. The aim is to draw lessons from this year's European Semester and to provide guidance for the 2013 monitoring process, focusing on employment and social policy aspects. Ministers are also expected to endorse contributions by the Employment Committee and the Social Protection Committee on this issue.
Moreover, the Council will try to reach a political agreement on the position to be taken by the EU as regards the coordination of social security systems with Turkey, Montenegro, Albania and San Marino. The proposed provisions are designed to ensure social protection of nationals of those countries working in the EU and, reciprocally, of EU workers in those countries.
