The Council will discuss specific aspects of two proposals which are part of the legislative package for the reform of the common agricultural policy (CAP):
-a draft regulation on support for rural development. The proposed regulation covers voluntary measures for rural development, adapted to national and regional specificities, whereby member states draw up and co-finance with the EU multiannual programmes under a common framework. The priorities under this regulation are: fostering knowledge transfer and innovation, enhancing competitiveness, preserving ecosystems, and promoting food chain organisation and risk management, resource efficiency and a shift to a more sustainable agricultural economy, as well as social inclusion, poverty reduction and economic development in rural areas. The debate at the Council meeting will focus on risk management, in particular mutual funds, and the intervention of insurance companies;
-a draft regulation establishing a common organisation of the markets for agricultural products (Single CMO regulation). The proposed regulation aims to streamline, expand and simplify current provisions on public intervention, private storage, exceptional or emergency measures and aid to specific sectors as well as to facilitate cooperation through producer and interbranch organisations. The Council will hold a debate on the exceptional market measures provided for within this framework.
Moreover, the Council will hold an exchange of views on a consultation document in which the Commission sets out its ideas on how fishing opportunities, in terms of total allowable catches and efforts levels, should be fixed for 2013. The goal is to end overfishing by limiting catches taken from a fish stock to an amount which does not jeopardise the renewal of that stock.
Finally, the Cyprus presidency will present its work programme in the field of agriculture and fisheries.
The presidency will hold a press briefing in the Council press room a few days before the meeting. A press conference will take place at the end of the meeting.
