The first day of this Council meeting will be devoted to home affairs items.

The Council will look at the state of play on the establishment of a common European asylum system based on a package of legislative proposals aiming at greater harmonisation of national asylum systems and higher levels of protection.

Home affairs ministers will try to agree a general approach on a directive on the use of Passenger Name Record (PNR) data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime. PNR data is the information voluntarily provided by passengers and collected by air carriers during the reservation and check-in procedures. It includes information such as name, dates of travel and travel itinerary, ticket information, address and phone numbers, means of payment used, credit card number, travel agent, seat number and baggage information.

The Council is expected to adopt two sets of conclusions on de-radicalisation and disengagement from terrorist activities and on re-admission agreements. In addition, it will discuss conclusions on the Global Approach to migration and mobility, which is to be adopted by the General Affairs Council.

Furthermore, the Council is due to approve a roadmap to ensure a coherent EU response to continued migratory pressures. In addition to discussing that roadmap, the Mixed Committee (the EU plus Norway, Iceland, Liechtenstein and Switzerland), meeting in the margins of the Council, will review the state of play on the implementation of the second generation of the Schengen Information System (SIS II), which is planned to come into operation by the first quarter of 2013.

The presidency will hold a press briefing in the Council press room in Brussels on Wednesday 25 April at 14.00.
Press conferences will take place around 13.00 and at the end of the meeting.


The second day of this Council meeting will be devoted to justice items.

The Council will try to reach a partial general approach on a directive on criminal sanctions for insider dealing and market manipulation ("market abuse directive") (Commission proposal: 16000/11). The draft directive establishes minimum rules for criminal sanctions for the most serious market abuse offences, namely insider dealing and market manipulation. It thereby complements the proposal, presented by the Commission in parallel (16010/11), for a regulation on insider dealing and market manipulation, which sets up a common regulatory framework on market abuse.

Justice ministers will hold a debate on a proposed regulation on mutual recognition of protection measures taken in civil matters by a judicial or other authority upon request of the person at risk. The proposal (10613/11) is part of a legislative package which aims at strengthening the protection of victims in the EU and also includes a directive on minimum standards on the rights, support and protection of victims of crime.

The Council will hear a presentation by the Commission of a proposal for a directive on the freezing and confiscation of the proceeds from crime in the EU.

The Council will hold an exchange of views on outstanding issues concerning the EU's accession to the European Convention for the Protection of Human Rights and Fundamental Freedoms (ECHR).

Ministers will take note of the state of play as regards the implementation of the European Criminal Records Information System (ECRIS) under Council Decision 2009/316/JHA on the establishment of ECRIS.
