On Thursday, ministers will address agricultural items:
They will hold a debate on the proposed regulation on direct payments to farmers under support schemes in the framework of the common agricultural policy (CAP). Ministers are invited to concentrate on the following issues: young farmers, small farmers, voluntary coupled support, top-ups for farmers in areas with natural constraints, internal redistribution, the definition of "active farmer", and capping of support to large farms.
The proposal is part of the legislative package for the reform of the common agricultural policy. Building on the 2003 CAP reform and the 2008 CAP "Health Check" that decoupled direct payments from production while subjecting them to compliance with environmental, health and animal welfare requirements, the proposed regulation now seeks to better target support to certain actions, areas or beneficiaries as well as to pave the way for convergence of the level of support within and across member states.
On Friday, the Council will address fisheries items:
Continuing their discussion of the reform of the common fisheries policy (CFP), ministers will hold a debate on the proposal for a new basic regulation, which is aimed at ensuring sustainable management of fishery resources and contributing to the availability of food supplies.
The Council's debate will focus on the issues of regionalisation and transferable fishing concessions.
The presidency will hold a press briefing in the Council press room in Brussels on Wednesday 25 April at 13.30.
Press conferences will take place on both days at the end of the meeting.
