Foreign citizens made up 6.4% of EU population in 2009

From a total of 32 million people, nearly 12 million were EU citizens not living in their country of origin. The remaining 20 million were citizens of countries outside the EU. The largest numbers of foreign citizens live in Germany, followed by Spain and the UK.

In a debate on the situation of Roma people, EPP group MEPs emphasized the need for stronger EU action to foster the social integration of Roma, while S&D, ALDE, Greens/EFA and GUE/NGL speakers condemned the French government's expulsion of Roma people as discriminatory and in breach of EU law.
