Citizens’ initiative
In order to increase the participation of European citizens in the democratic life of the European Union, Article 11 of the Treaty on European Union establishes a citizens’ initiative right.
It provides the possibility for one million citizens, at the least, from a significant number of Member States, to invite the Commission to put forward, within the framework of their powers, a proposal on those issues for which European citizens believe a legal act of the Union is required.
The practical procedures and conditions for exercising this right of initiative will be laid down by a Regulation of the Parliament and of the Council under the framework of ordinary legislative procedure.
