  • introducing the legal, budget and administrative framework for carrying out an integrated national policy for combating regional disparities with a view to participating in the European Union's structural programmes.

Evaluation (November 2000)

There has been a decrease in the difference in GDP per capita between Slovenia and the EU. Various instruments necessary for economic and social cohesion have been adopted, for example, the preliminary national development plan, the national regional development agency and the decrees to implement the law on balanced regional development. With regard to the budgetary system, the laws on public finances and accountancy have entered into force.

Evaluation (November 2001)

Slovenia has made progress in creating the instruments necessary for implementing the economic and social cohesion policy. A national regional development agency has been set up, and the national development plan should be completed in November 2001. Slovenia still has to agree with the Commission on a form of territorial organisation which will enable the Structural Funds to be implemented effectively. Administrative capacity and interministerial coordination need to be reinforced. Progress is still required in creating a budget system and introducing structures for financial management and internal control and auditing. The entry into force of the recent law on public finances will make a contribution in this respect.

Following the signing of the Accession Treaty on 16 April 2003, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia acceded to the European Union on 1 May 2004.
