Short-term priorities:

  • continued transposition of framework legislation;
  • establishment of detailed approximation programmes and implementation strategies related to individual acts;
  • planning and initial implementation of these programmes and strategies.

Assessment (October 1999)

These priorities have been met only in part.

Little progress has been achieved in this area apart from the adoption of sectoral measures. Comprehensive implementation plans and financial strategies have not been adopted.

Assessment (November 2000)

There is still no overall strategy. There has been no significant progress in the areas of water, waste and integrated pollution prevention and control. Little progress has been achieved regarding nature protection and air quality. New legislation was adopted with a view to alignment with the Directive on environmental impact assessment.

Assessment (November 2001)

A comprehensive approximation strategy and a plan for financing investments are still lacking. Little progress has been made in the fields of water, nature protection, air quality and industrial pollution risks. Good progress has been made on waste management.

Assessment (October 2002)

Some progress can be reported with transposition of the acquis in the areas of air quality, industrial pollution control and risk management, and waste. Good progress has been made with regard to water quality and nature protection. Close attention still needs to be paid to implementing the acquis regarding waste management, water quality and industrial pollution control.

Medium-term priorities:

  • putting in place of control structures and capacities;
  • further planning and implementation of approximation programmes related to individual acts;
  • special emphasis on air and water quality and waste, and on a comprehensive policy for tackling industrial pollution and for risk management.

No progress has been made in these areas.

Assessment (November 2001)

Capacities for monitoring and controlling implementation of the legislation need to be reinforced. Greater attention should be paid to integration of the environment into the other sectoral policies.

Assessment (October 2002)

Attention needs to be paid to integrating environmental protection requirements into the formulation and implementation of other sectoral policies. Action has been taken to develop administrative capacity in the field of the environment, though further action is still needed.

Following the signing of the Accession Treaty on 16 April 2003, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia acceded to the European Union on 1 May 2004.
