Adopted on 12 October. The Council supported the Commission's proposed approach to regional protection programmes, recognising that such programmes are a first step in improving access to protection and durable solutions for those in need of international protection, as quickly and as close to their home as possible. It reiterated the importance of working in close partnership and cooperation with third countries in regions of origin and transit for the development of regional protection programmes. The Council also recognised the need for a comprehensive regional approach which is situation-specific and protection-oriented, and which includes activities liable to enhance access to durable solutions, i.e. repatriation, local integration and resettlement. Lastly, the Council invited the Commission to intensify contacts with the relevant partners and to provide it with information on detailed programmes for implementation of the proposed pilot programmes by the end of November 2005.
