European Union Institute for Security Studies (EUISS)

The EUISS is the EU’s foreign policy think tank.

It was set up in 2002 under the Union's common foreign and security policy (CFSP) to promote a common security culture for the EU, help develop and project the CFSP, and enrich the strategic debate.

The EUISS:

is fully autonomous
researches security issues of relevance for the EU and provides a forum for debate
produces analyses and forecasts for the Political and Security Committee (PSC) and the High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (HR/VP)
was established by Council Joint Action 2001/554 (amended by Council Joint Action 2006/1002 ).

Funding and oversight

The Institute is funded by EU countries, according to a GNP-based cost-sharing formula, and governed by:

the Political and Security Committee (PSC) – exercising political supervision
the Board – laying down budgetary and administrative rules and approving the Institute's work programme (chaired by the HR/VP).

Publications

The Institute issues several kinds of publication for the international strategic community. Subscribe to the EUISS email alert to be informed of new publications.

Chaillot Papers	The Institute’s flagship publication is its series of Chaillot Papers written on all subjects of current relevance to EU security. Written by external experts and the Institute’s research fellows, they are based on collective and individual research and expertise.
Books	Books are in-depth studies on specialised topics.
Reports	ISS Reports focus on major EUISS research projects and topical events, combining an account of the proceedings with original analysis.
Policy Briefs	Policy Briefs are concise, timely and policy-oriented analyses of specific foreign & security policy issues.
Occasional Papers	Occasional Papers are essays on specific issues relevant to European security mostly written by visiting fellows.
Online analyses/opinion pieces	Both analyses and opinion pieces cover a wide range of subjects and address issues of specific interest for decision makers and policy planners and are written by Institute researchers and external experts.

Events

EUISS events are intended to enhance the EU’s analytical capacity and promote a network of expertise in support of the EU’s foreign and security policy. They bring together decision-makers, EU officials, academics, national experts, and NGO representatives from all over the world.

conferences – around 100 participants, attended by well-known figures and offering an opportunity for wide-ranging discussions of topical issues
seminars – around 40 participants, in-depth treatment of specific subjects, often with a regional or policy bias
task forces – around 20 participants, meeting regularly to monitor events in a particular region or developments in a particular policy area.

Press
