The EUISS is the EU’s foreign policy think tank.
It was set up in 2002 under the Union's common foreign and security policy (CFSP) to promote a common security culture for the EU, help develop and project the CFSP, and enrich the strategic debate.

| Chaillot Papers | The Institute’s flagship publication is its series of Chaillot Papers written on all subjects of current relevance to EU security. Written by external experts and the Institute’s research fellows, they are based on collective and individual research and expertise. |
| Books | Books are in-depth studies on specialised topics. |
| Reports | ISS Reports focus on major EUISS research projects and topical events, combining an account of the proceedings with original analysis. |
| Policy Briefs | Policy Briefs are concise, timely and policy-oriented analyses of specific foreign & security policy issues. |
| Occasional Papers | Occasional Papers are essays on specific issues relevant to European security mostly written by visiting fellows. |
| Online analyses/opinion pieces | Both analyses and opinion pieces cover a wide range of subjects and address issues of specific interest for decision makers and policy planners and are written by Institute researchers and external experts. |
EUISS events are intended to enhance the EU’s analytical capacity and promote a network of expertise in support of the EU’s foreign and security policy. They bring together decision-makers, EU officials, academics, national experts, and NGO representatives from all over the world.
