European Union Institute for Security Studies (ISS)

The EU Institute for Security Studies (EUISS) – an autonomous agency  based in Paris – is an integral part of the support structures for the EU's common foreign and security policy (CFSP).

Activities

  • helps develop and project the CFSP, especially by providing analyses and recommendations for the policy
  • enriches Europe’s strategic debate, acting as an interface between European experts and decision-makers at all levels
  • provides analyses and forecasts for the EU's High Representative for Foreign Affairs and Security Policy.

Research

  • covers all areas related to the CSFP from both geographic and issue-based perspectives
  • 9 research fellows, complemented by a network of external experts contributing informally
  • regularly hosts senior visiting fellows and runs a programme for younger temporary researchers, from within and outside the EU.

Conferences and seminars

  • Annual conference - looks at how the EU can engage with new global players to achieve effective multilateralism.
  • Annual EU-Washington Forum – deals with critical international issues for Europe/US.
  • Regular seminars – bring together academics, EU officials, national experts, decision-makers and NGO representatives from across the world.

Budget & administration

The institute is funded by EU member countries, according to a GNP-based cost-sharing formula.

It is governed by 2 administrative bodies:

  • Political and Security Committee – handles political issues.
  • Board – lays down budgetary and administrative rules (chaired by the High Representative).
