European Training Foundation (ETF)

The ETF - European Training Foundation helps transition and developing countries to harness the potential of their human capital through the reform of education, training and labour market systems.

We work with the countries surrounding the EU in the context of the EU's external cooperation programmes: The Enlargement process (Albania, Bosnia and Herzegovina, Croatia, Kosovo, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Turkey) and the European Neighbourhood Policy (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Moldova, Morocco, Syria, Tunisia, Ukraine, and the occupied Palestinian Territories. A similar partnership exists for Russia). We also work with countries in Central Asia, specifically Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

We help our partner countries modernise their education and training systems - equipping their people with the knowledge, skills and wider competences to take part in dynamic economies and societies. We regard education and training as part of one, complete learning system.

We work on projects in partner countries to reform vocational education, training and employment systems. Areas covered include:

  • Lifelong learning
  • Employability and competitiveness
  • Teacher training
  • Quality assurance
  • Equal access for women and minority groups
  • Qualification frameworks
  • Entrepreneurial learning
  • Skills for poverty reduction
  • Technology in learning
  • Governance and transparency
  • Skills profiles of migrants

In this context, we:

  • Provide information, advice and help to the European Community in developing human resources policies in partner countries
  • Support relevant stakeholders in partner countries to build capacity in human resources development
  • Help deliver Community assistance to stakeholders in partner countries
  • Encourage networking and the sharing of information, experience and good practice - both between the European Union and partner countries, and among partner countries.

As an international centre of expertise, we work with relevant stakeholder groups to promote and facilitate co-operation, knowledge development and exchanges of experience in our field. These include:

  • Policy makers, practitioners and donors in the EU, its Member States and partner countries.
  • European and international institutions such as EU Member State bilateral donor organisations, the World Bank, the Organisation for Economic Co-operation Development (OECD) and United nations system organisations.
