In April 2005, the Council of Ministers agreed to set up a Community Fisheries Control Agency (CFCA) as a key part of the drive to improve compliance with the rules under the 2002 reform of the Common Fisheries Policy (CFP). The Agency is a new European Union body established to strengthen the uniformity and effectiveness of enforcement by pooling EU and national means of fisheries control and monitoring resources and co-ordinating enforcement activities. This operational co-ordination will help tackle the shortcomings in enforcement resulting from the disparities in the means and priorities of the control systems in the Member States. The Agency will organise the deployment of national control and inspection means conforming to a Community strategy. Its tasks and mandate will be defined in close co-operation with the Member States in agreement with EU objectives and priorities.
In accordance with its competences, the Agency shall promote uniform and effective application of the rules of the CFP through the organisation of operational cooperation and coordination between Member States. Besides these core activities the Agency has horizontal attributions notably in the area of training of inspectors and inspection techniques and methodologies in view of harmonising the implementation of the Common Fisheries Policy at Community level.
